The establishment of the Safavid government by Shah Ismail is one of the most important events in Iranian history, whose consequences continue to this day. One of the most significant transformations of the Safavid era was the religious changes and the increasing openness of Shia scholars to social and political issues. Considering the mystical background of the Safavids and the long-standing conflict between scholars and Sufis, it appears that the expansion of influence and the strengthening of the social and political position of Shia scholars in Iran is somewhat paradoxical. Accordingly, the central question of this research is what impact the establishment of the Safavid dynasty had on the status of the political discourse of jurisprudence? This question is answered using the method and theory of discourse by Laclau and Mouffe. The most important finding of the research is that the position of the dominant discourse, namely the monarchy, was never transformed and replaced by another discourse. The most important change within this framework relates to the shifts of elements of jurisprudence and Sufism within the Safavid royal discourse, rather than a fundamental transformation of the dominant discourse.
