Fossil energy has been the engine of development for governments, and the efforts of governments to maximize the use of these resources, which are concentrated in a specific area called the energy ellipse, have been accompanied by the theory of "end of oil" and "peak production". Therefore, along with the importance of oil in development, access, presence, and then dominance over the rich regions have also increased. Therefore, we can talk about a paradigm in which the concept of energy security is related to keywords such as early end of energy, maximum need for it, and dominance over the rich regions. New developments in the field of fossil energies, namely the exploration and then commercialization of unconventional resources known as shale oil and gas, have seriously questioned the two main issues of "concentration" and "end of oil". This article attempts to explain the emergence of a new paradigm in energy security with its new keywords by using the theory of Cohen's paradigm.
